Santa Clarita City Engineer Held on Embezzlement Charges

A Santa Clarita City engineer held on embezzlement charges has plead not guilty in court. According to reports, David Rubira, a former city engineer is alleged to have embezzled more than $500,000 in public funds over a 3 year period. Prosecutors state that Rubira slowly diverted refunds to fake companies he owned. The refunds were supposed to go to construction contractors that had completed projects throughout the city. A Santa Clarita Sheriff Station investigation has lead to burglary and sexual assault charges for Santa Clarita man Russell Malcolm Harris. It's alleged that on August 1st, Harris broke into a woman's home and sexually assaulted her before quickly leaving. A woman was driving her SUV with her family inside in Santa Clarita when she casually decided to use her vehicle's windshield washer. When she did so, some of the liquid sprayed onto a neighboring car, sparking outrage.
